Computers in the Library
Guidelines for use of library computers and internet access.
Purpose
- The Lincoln County Public Library provides technology and electronic resources to meet the educational, informational, and recreational needs of the community.
Access
- All users have equal access to the internet.
- Parents/guardians are solely responsible for monitoring their child’s internet use.
- Patrons log in with a library card; guest passes may be issued with valid ID.
Library Responsibility
- The library cannot control or guarantee the accuracy of online information.
- Staff can provide limited assistance but not full training. Patrons may request appointments or attend basic computer classes.
Computer Use
- 8 public computers available.
- No time limits unless demand exceeds available computers.
- Computers shut down automatically 30 minutes before closing.
- Patrons under 18 must have parental permission on file.
Laptop & Hotspot Lending
Rules for borrowing laptops and mobile hotspots from LCPL.
Eligibility
- Borrowers must be 18+, with photo ID and a library card in good standing.
- Positive borrowing history required (3 consecutive months of borrowing in last 6 months).
- Patrons with unpaid fines, late returns, or damaged items may not borrow.
Loan Period
- Laptops and hotspots may be checked out for 28 days (4 weeks).
- Items may be renewed up to 2 times if no one is on the waitlist.
Reservations
- Devices are lent on a first-come, first-served basis via a reservation list.
- Patrons are called when devices are ready for pickup.
Checkout Process
- Patrons must show valid photo ID with current address and library card.
- First-time borrowers should allow at least 30 minutes to complete paperwork and review contents.
Limitations
- Hotspot functionality depends on cell tower signal and may not work in all areas.
- Laptops/hotspots are intended for schoolwork, job hunting, streaming, and general home use.
Equipment Loan Policy

Eligibility
- Borrowers must be 18+ with a valid driver’s license.
- Equipment is available when not in use for library programming or events.
- Staff provide only basic operating instructions (no technical support).

- Portable projection screen
- Slide projector
- Overhead projector
- Multimedia projector
- Display easels
- Chromebook (for parking lot use only)

- Projector
- Laptop with DVD player
- Meeting Owl video conferencing device
- Headset
- Webcam
